The Regional Vice President (VP) and Chief Health Informatics Officer (CHIO) for Mount Carmel Health System in Columbus, Ohio provides visionary leadership, consultation and coordination for the transformation of care processes and outcomes for the regional health care system in the context of Health Informatics. The VP CHIO is responsible for a regional approach for health information and health information technology, representing the needs and requirements of multidisciplinary colleagues at the local and regional levels. He/she serves as a member of the regional leadership team and collaborates with other leaders, internal and external to the Trinity Health system, to determine the best solutions for our consumers, patients and the entire care delivery team across the care continuum. In addition, the VP CHIO collaborates with Regional Health Ministry Chief Executive Officers’ (CEO), System Office CHIO, Trinity Information Services (TIS), and other Trinity Health executives to transform and lead change systematically across the Trinity Health, ensuring alignment with system-wide goals in advancing care and effective stewardship.

The VP CHIO will report to the SVP, Chief Health Informatics Officer (System Office) and Regional Chief Clinical Officer or Regional Chief Medical Officer and oversee the Health Informatics Department(s) for the Regional Health Ministry. The VP CHIO is responsible for defining an effective strategy and a regional wide approach for health information and health information technology (HIT) in order to promote the highest quality and most effective care in alignment with Trinity Health. The VP CHIO leverages people, process and technology to support system and regional initiatives. The VP CHIO has responsibility for ensuring optimization of HIT across all of the clinical disciplines, considers all clinician stakeholders and respective disciplines in offering solutions to meet their needs.

The VP CHIO facilitates the integration of data, information, knowledge and wisdom to support patients, consumers, and multidisciplinary teams in clinical decisions, advancing standard work across the continuum of care. The VP CHIO leads the operational readiness effort to leverage health information technology and operational data tools to their optimal capacity to support priority initiatives enhancing Trinity Health’s role as a leader in the transformation to a Member Centered Health Care System.

 

ESSENTIAL FUNCTIONS

Knows, understands, incorporates, and demonstrates the Trinity Health Mission, Vision, and Values in behaviors, practices, and decisions.

In partnership with the Regional Health Ministry, National Health Ministry and the TH System CHIO, leads and implements the strategic plan and vision for health informatics and health information technology (HIT) across Trinity Health.

Provides health informatics oversight, leadership, guidance, and/or staff services to business entities, departments or committees for the RHM.

Creates the vision and long-term strategies for HIT in inpatient and outpatient care settings, including the optimization and standardization of systems.

Develops, manages, and approves the budget for key health informatics functional areas.

Establishes effective staffing plan and manages human resources necessary to ensure a high-performing and high reliability informatics operation, including hiring, orientation, training, performance management, professional development, and establishment of long-term strategies and goals.

Facilitates the prioritization of HIT projects with an emphasis on improving patient care, lowering costs and creating efficiencies for clinicians.

Develops and effectively communicates a strategic vision for HIT for the assigned regional health ministry’s clinical communities.

Engages healthcare executives in health informatics in order to educate them on how to effectively leverage HIT.

Participates in relevant committees over health informatics, data governance, corporate leadership, IT prioritization and others as needed.

Develops and leads effective governance of health informatics advisory groups in the design and enhancement of health information systems for assigned service area.

Supervises, collaborates and mentors the RHM health informatics teams.

Participate and consult in the planning, development, implementation, evaluation, and orchestration of information management solutions and advancement of emerging information technologies to improve patient care and the health care delivery process.

Understands and communicates latest trends in healthcare, clinical systems, and HIT. Works with health informatics teams on translating these trends into designing, building and implementing enhancements to the HIT tools within the health care environment.

Works with senior leadership in deploying evidence-based best practices in health care and ensures adoption best practices across Trinity Health.

In partnership with leadership across Trinity Health, develop the strategic imperatives for leveraging analytics within the health system to improve clinical care, population health efforts, and community health and wellbeing and operations efficiencies.

Understands the application of data and analytics with the associated tools to improve clinical practice and outcomes.

Represents the organization at various forums for health informatics, (e.g. national conferences, health informatics events, etc.).

Serves as a national role model for health informatics, internal and external, to the Trinity Health organization.

Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior.

Work Experience

MINIMUM QUALIFICATIONS

Must possess a comprehensive knowledge of Health Informatics through a combination of education and experience.

 

For a clinician, must have relevant credentials as defined below:

Pharmacist: PharmD and/or Master’s Degree with the focus on Health Informatics or related discipline.

Registered Nurse: Master’s Degree with the focus on Health Informatics or related discipline.  Doctorate degree preferred.

Physician: Medical Degree or Doctor of Osteopathic Medicine with board certification in their clinical specialty.

Active and current license for Medical Doctor/Doctor of Osteopathic Medicine, Registered Nurse and Pharmacist required.

For a non-clinician, Master’s Degree with the focus on Health Informatics or related discipline

required. Doctorate degree preferred in a related field.

Fellowship, academic courses or other formal training in Health Informatics preferred.

Certification from a national informatics certifying body preferred.

At least 7 to 10 years of work experience consisting of leadership and health informatics roles as well as experience at a multi-hospital system including acute and ambulatory care venues.

Proven track record in leading the implementation of HIT and health information system projects in acute and ambulatory venues, performance/business process improvement activities, including analyzing clinical workflow processes utilizing continuous process improvement methodologies to ensure the delivery of excellence in patient care.

Exceptional ability to oversee and direct staff through leadership, management and facilitation skills. Demonstrated ability to skillfully counsel, collaborate and negotiate; inspire and build confidence in others; create alliances; obtain support and respect from diverse groups and foster an understanding and commitment to the ministry. Ability to adapt style and approach to match the needs of varying teams, individuals and situations.

Highly developed verbal and written communication, persuasion and negotiation skills in order to effectively identify and present services, assess organizational development opportunities, facilitate improvements, and present advisory, persuasive and authoritative recommendations to all levels of the organization.

Analytical ability to conceptualize well in a fast-paced, dynamic and multi-functional environment requiring creativity, innovation, foresight and mature professional judgment. Ability to operate in a collaborative, shared leadership environment.Demonstrated experience in leading transformational change, including knowledge and use of change leadership models and process redesign.

The Customer Service Representative handles customer inquiries in a timely, professional manner to solicit customer satisfaction through the resolution of issue(s). Responds to inquires timely and accurately. They are responsible for triaging the call and electronically referring the account to the appropriate area for resolution. This individual validates and updates critical demographic and insurance data and forwards the revised information to the appropriate. Provides excellent customer service in not only resolving inquires, but assisting the customers navigate through the Ministry Organization and the billing process.
ESSENTIAL FUNCTIONS

Handles all inbound customer inquiries (telephone, fax, mail and web-based patient portal) and responds to customer requests with the highest level of customer quality possible:

  • Provides resolution to service requests when possible and refers the inquiry to the functional area if more extensive resolution is required.
  • Documents timely and accurately all contacts, issues, actions taken and results within the patient accounting system.
  • Transfers and escalates contacts, as appropriate based upon standard operating procedures.

Communicates with physicians and their office staff, Patient Access, Medical Records/Health Information Management, Utilization Review/Case Management, Managed Care, Ancillary and Nursing staff, as required to clarify customer service inquiries.

May prepare special reports as directed by the Manager to document billing and follow-up services (e.g., Number of contacts, contact issues/reasons, number of unresolved issues, etc.).

May serve as relief support, if the work schedule or workload demands assistance to departmental personnel. May also be chosen to serve as a resource to train new employees. Cross- training in various functions is expected to assist in the smooth delivery of departmental services.

Other duties as needed and assigned by the manager.

Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior.

MINIMUM QUALIFICATIONS

High school diploma or an equivalent combination of education and experience. Associate degree in accounting or business administration highly desired. Data entry skills (50-60 keystrokes per minutes). Past work experience of at least one year within a healthcare environment, performing customer service, financial counseling, and/or financial clearance is required. Knowledge of insurance and governmental programs, regulations and billing processes (e.g., Medicare, Medicaid, Social Security Disability, Champus, Supplemental Security Income Disability, etc.), managed care contracts and coordination of benefits is required. Working knowledge of medical terminology, anatomy and physiology, medical record coding (ICD-9, CPT, HCPCS), multilingual and basic computer skills are highly desirable.

Demonstrated call center experience with the ability to utilize voice/data equipment to fulfill customer expectations is strongly preferred.

Excellent communication (verbal and writing) and organizational abilities. Interpersonal skills are necessary in dealing with internal and external customers, including the ability to interpret customer requirements, recommend and take action to satisfy the customer’s needs. Accuracy, attentiveness to detail and time management skills are required.

To successfully accomplish the essential job functions of this position, the incumbent will be required to work independently, read, write, and operate keyboard and telephone effectively.

Position operates in an office environment. Work area is well-lit, temperature controlled and free from hazards. The incumbent is subject to eyestrain due to the many hours spent looking at a CRT screen. The noise level is low to moderate.

Completion of regulatory/mandatory certifications and skills validation competencies preferred.
