US Department of Transportation Jobs Description

This position is located in the Office of Maritime Labor and Training, Office of the Deputy Associate Administrator for Maritime Education and Training, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).

Responsibilities

The Maritime Standards Coordinator:

  • Provides expert-level advice relative to the development, assessment, and oversight of maritime education and training programs and labor standards programs for the maritime industry.
  • Develops, maintains, and implements quality surveillance systems for maritime training and education institutions such as the U.S. Merchant Marine Academy (USMMA) and State Maritime Academies, in accordance with the International Maritime Organization (IMO) Standards of Training, Certification and Watchkeeping (STCW).
  • Has knowledge of academic and vocational educational theory and practice sufficient to develop effective performance objectives and promote the highest level of education competence possible, encompassing shipboard, seaport and shipyard employment.
  • Oversees maritime security training mandates and provides agency oversight and expertise to ensure quality and consistency in implementation of maritime training programs for the afloat and ashore maritime workforce.
  • Provides program management recommendations for maritime education and training programs to address issues with maritime mobilization readiness training and maritime security.
  • In coordination with other federal agencies, such as the U.S. Coast Guard, monitors, evaluates and validates curriculum, facilities and personnel of government and private maritime training facilities, which are approved or may be subject to approval under applicable federal regulations, the joint U.S, Coast Guard/Maritime Administration Policy Statement Concerning Qualifications of Crews of United States Merchant Vessels dated September 6, 1974, and IMO, ILO, and WHO standards.
  • Serves as MARAD representative to the IMO U.S. Delegation concerned with international requirements for mariner education and training. Authors position papers and prepares delegation and government reports on the impacts of proposed changes to those requirements.

The ideal candidate has developed policy alternatives and programs on international and U.S. maritime education and training, and labor standards. The ideal candidate can provide senior-level program management advice on the development, assessment, and oversight of maritime education, training, and labor standards. Demonstrates knowledge of U.S. maritime industry, skill requirements, international maritime labor and training standards, and has conducted training needs assessments and recommendations for program implementation and improvements.

    To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

    To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

    • Experience with maritime industry and skill requirements, international maritime labor and training standards, assessment guidelines, domestic and international regulations such as US Coast Guard mariner credentialing requirements, and Standards of Training, Certification, and Watchkeeping (STCW), personnel health and safety practices, and training programs sufficient to make training needs assessments and recommendations for program implementation and improvements.

    To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

    • Experience with domestic and international maritime training mandates, regulations and guidelines, such as U.S. Coast Guard credentialing standards and training certifications, International Maritime Organization (IMO) Standards of Training, Certification and Watchkeeping, (STCW) and International Labor Organization (ILO) maritime labor standards, sufficient to represent the agency in relevant domestic and international forums, provide policy development recommendations to leadership, and effectively manage program.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    • Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
    • Manages and Organizes Information: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
    • Standards: Knowledge of standards that either are compliant with or derived from established standards or guidelines.

    For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
