Full Job Description

CRO Asset Management is seeking a qualified individual to oversee the inspection/monitoring and compliance of interstate and roadway lighting maintenance and other traffic control devices. You will interpret contract provisions, provide technical assistance to contractors and field personnel, resolve routine contract issues, monitor contractor expenditures, and provide input in the development and maintenance of contracts. Position will coordinate field inspection activities with other maintenance staff/managers, contractors, and monitor staff; serve as a liaison to facilitate resolution of contract-related matters with internal/external parties; compile reports, develop cost estimates, and update computer records. Will validate contract invoices, audit service level agreements, and schedule/perform night inspections of lighting assets and contractor repairs.
Minimum Qualifications
Experience in an operations maintenance environment and experience working with contracts for traffic control devices. Skill in the use of computers to maintain records, prepare reports and correspondence, and use relevant applications for maintenance of traffic control devices. Ability to oversee staff, programs, and budgets; to read/interpret contract plans and relevant standards, policies, and legal requirements; to maintain detailed reports and perform mathematical measurements and calculations. Ability to communicate effectively verbally and in writing with internal and external customers. Ability to interpret and apply information from electrical prints, diagrams, written instructions, and National Electrical Code. Ability to troubleshoot and diagnose failed/failing roadway lighting systems and develop a work plan utilizing state force and/or CRO Asset Management lighting maintenance contract, schedule all pertinent equipment, traffic control and materials to repair/replace lighting assets. Must comply with DOT and VDOT policies and standards when operating CDL equipment. Valid driver’s license required.
Preferred Qualifications
High School diploma or GED. Experience with Intelligent Traffic Systems and HMMS data entry and performance metrics desired. IMSA Level I Construction certification; Journeyman Electrical card, Bucket Truck Certification, and Basic Work Zone and Virginia Work Area Protection Manual training. Ability to obtain CDL within 6 months of employment and maintain thereafter. Commercial Driver’s License preferred.
Special Requirements
Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Applicants must be eligible to work in the United States. H1B VISA Sponsorship is not available.

We are seeking individuals interested in joining our team who are able to operate power tools and heavy equipment (chain saws, trimming and chipping machines, dump truck, loader, backhoe, motor grader, tractor w/attachments) and perform manual labor.

As a maintenance operator, you will:

  • respond to emergency roadway and severe weather events to prepare and operate equipment for snow and ice removal and other types of hazardous road conditions
  • attend work zone training, prepare work zones and perform traffic control
  • demonstrate proper work site protection techniques: identify workplace safety hazards, make suggestions for improvement, wear proper personal protection equipment, maintain current knowledge of safety rules, regulations, laws and use equipment properly and safely
  • participate as a working team member performing manual labor including, clearing drainage, cutting brush, pot-hole patching, and fulfilling tasks required to complete road maintenance projects
  • complete pre-trip inspections, perform preventive maintenance and operate power tools and light to heavy equipment.

Minimum Qualifications

Knowledge of safety policies, procedures, and programs.

Knowledge of highway maintenance equipment, materials, and methods.

Demonstrated experience in equipment operation comparable to that used in highway maintenance/construction activities

Ability to perform heavy manual labor, including frequently lifting up to 50 lbs

Skill in the operation and maintenance of hand and power tools

Valid driver’s license

Ability to obtain CDL and DOT medical card within 6 months of employment and maintain thereafter.

Ability to work in inclement weather and to respond to accidents, and emergency/disaster response, etc. during/after normal work hours including nights, weekends, and holidays.

Preferred Qualifications
Valid CDL or CDL Permit
Experience with heavy manual labor and heavy equipment operation
Experience performing preventive maintenance and minor equipment repairs
Experience in emergency operations to include snow removal, storms and accident response and clean-up
  • High school diploma or GED preferred; equivalent experience or training may substitute for education.
